Malay leh Kawl Gam Lung Kiim Khop Na

Malaysia and Myanmar have agreed in principle to exchange detainees, Home Minister Datuk Seri Hishammuddin Hussein announced today, sparking concern among human rights groups. He said the exchange will help reduce congestion at immigration depots nationwide.
“There are about 1,000 Myanmar nationals detained at immigration depots for various immigration related offences,” he told a news conference after meeting Myanmar Deputy Foreign Minister U Maung Myint who is on a three-day working visit. However, the number of Malaysians detained in Myanmar was not made known. Hishammuddin said about 257,000 Myanmar nationals had been biometrically registered under the government’s 6P amnesty programme for immigrants.
This proposal comes on the heels of the abandoned Malaysia-Australia agreement in July to swap asylum-seekers for refugees. Under that deal, which was criticised by rights groups, Australia agreed to accept 4,800 UN-approved refugees in exchange for Malaysia hosting 800 asylum-seekers while their applications were being processed.
However, Australian Prime MinisterJulia Gillard ditched the deal last week for fear of not being able to get the law through parliament where she has a one-seat majority. The idea to send back Myanmar nationals has raised concern among NGOs which said it would breach human rights as many Myanmars fled their country to escape persecution.
Migrant Care Malaysia director Alex Ong told theSun the situation of the Myanmar nationals was different from that of Indonesians and Bangladeshis. “The Indonesians and Bangladeshis mostly come to Malaysia as economic migrants, meaning they are seeking wealth and a better life. “The majority of Myanmar detainees, however, are seeking political asylum, and are not here for economic reasons. We also have to consider their refugee status,” he said.
Tenaganita director Irene Fernandez, when told of the proposal, expressed shock that such an exchange could take place. “It is worrying because many of them are actually refugees, but because Malaysia is not a signatory to the 1951 United Nations Convention on Refugees and does not recognise anyone as refugees, they are treated as undocumented migrants,” she said. Earlier, Hishammuddin said besides helping to reduce congestion at detention depots, the swap will foster closer cooperation between Myanmar and Malaysia in tackling cross-border crimes.
“Malaysia and Myanmar have agreed to set up a joint working committee that will enhance efforts to monitor the movement of migrants between the two countries. “The committee is expected to be set up by next week,” he said, adding that details on the exchange programme will be revealed after its first meeting.
He said the government had also arrived at similar commitments with Indonesia and Bangladesh which were the top two source countries for migrant workers to Malaysia. U Maung Myint said arrangements will soon be made to send Myanmar nationals detained at depots back to Myanmar. On the 6P programme, he said while the move to provide amnesty was welcomed, he had requested for an extension of the registration period, which had ended on Aug 31, for Myanmar workers.
The 6P programme is now in the legalisation and enforcement phase which involves the deployment of four million officers from the immigration, police, army and Rela nationwide to act against errant employers and migrant workers.

Leading engineering schools for Asian students

In 2011, Forbes magazine published an article by Norm Augustine, an aerospace businessman and government advisor. He outlined an interesting comparison between China and the United States. When the article was published, eight out of the nine top political posts in China were held by engineers. By contrast, virtually no high-ranking politicians in the US had backgrounds in engineering.

This is an enlightening way to contrast Eastern and Western hemispheres. Across Asia, resources are being mined, new technologies are being pioneered and massive infrastructure is being built at breakneck speed. The push for development in Asia is so strong  that it’s palpable – so strong, in fact, that engineering credentials qualify a person for leadership at the highest level.
The same article points to the fact that 70 percent of engineers who graduate with PhDs from US institutions are foreign-born. These international students enroll in Western universities for the high-powered credentials, but relatively few of them stay in the US to work after graduation. Instead, they are returning home to a prosperous job market.
There’s no question that innovation is going to be essential to progress for the foreseeable future. Around the world, populations are booming and resources are dwindling. Technology is going to be the key to developing new energy sources and sustaining the world’s increasing expectations in terms of quality of life and mobility. Teams of engineers and scientists will contribute to all of these breakthroughs.

China has assumed the top position in many of the world’s technology fields. The country’s high-tech exports have surpassed those of the US, the previous world-leader since WWII. China also produces more automobiles than the US and Germany combined. India is close behind in high-tech research, development and production.
The list goes on predictably. China is home to the world’s fastest high-speed train, leads the world in wind- and solar-power production and is poised to seize first place in a host of other categories.  The message is clear: engineers with world-class credentials have exciting opportunities in Asia.

Choosing the best engineering schoolReuters publishes the ‘Essential Science Indicators’ listing, which ranks countries according to the number of scientific papers published and cited. Between 1991 and 2011, the US, Germany and England had the most citations in the world. Canada, the Netherlands and Australia were also in the top ten.
Bear in mind, Japan and China also made the list at fourth and seventh, respectively. However, it’s worth noting that English is spoken as a native language in five of the six countries listed above, and it’s a strong second language in the Netherlands. Studying engineering in any of these countries includes the added benefit of developing highly marketable English-language proficiency.
Asian students are still looking west for engineering credentials. World-renowned research output in North America, Europe and Australia explains why so many aspiring engineers in Asia head overseas for their higher education. By the same token, their return home after graduation accounts for skyrocketing patent applications and high-tech production statistics across the continent.

Today, Asian students are travelling to universities in the West in record numbers to earn degrees in science. However, the East is no stranger to scientific breakthrough and discovery. When Europe was muddling through the Middle Ages – a period infamously light on innovation – China was rolling out new applications for technologies invented by Eastern dynasties. Navigation by compass, gunpowder, paper making and moveable type – all of these originated in what is now modern-day China.

Universities in Asia continue to climb in the international rankings, and there’s no doubt that we’ll see a shift in the coming years, with students from the West flocking to universities in Asia. But for the time being, the best selection of internationally accredited science programs is still found in the Western hemisphere.
The number of Asian students studying abroad across all disciplines has hit a record high. The BBC ran a story last year indicating that 1.27 million Chinese students are studying overseas. India and South Korea are also sending record numbers of students to earn degrees outside their national boundaries. In fact, around the world, well over half of all students studying outside of their home country originate in Asia.
With this sort of mass academic exodus in play, some universities have had to institute quotas to limit the number of students from a particular Asian nationality into their programs. This makes the question of where to study all the more important to prospective Asian students.

Science and Asia
It’s a long-held stereotype that Asian students excel at mathematics and sciences. Of course, sweeping generalizations have to be taken with a grain of salt. More likely, any student that travels overseas to pick up a degree has to have a strong measure of resolve and a steely work ethic. Adapting to a new culture and language while keeping up with studies is daunting, to say the least.
Naturally, students with this sort of academic determination and giftedness are going to enroll in more challenging and competitive programs. Science is a world leader in this sense – especially in the high-tech 21st century. Asian students with degrees in science return home to work on research initiatives, with pharmaceutical companies, on consulting firms and in laboratories. They contribute to development projects, design new technologies for the world market and conduct medical research that changes and extends lives. In short, the accomplishments of graduates of science touch on every aspect of our lives.
Many who are pursuing a degree in science look straight to the US and UK, but there are many other strong and more affordable options available around the world. Australia offers a strong English-language environment with heavy tides of multiculturalism and better value for money at the university level. The Netherlands and Germany are also strong contenders in the fields of science and technology, with many  universities offering international postgraduate coursework in English.

Another often (and undeservedly) overlooked option is South Africa. Economically speaking, South Africa is on similar footing to emerging economies in the East. English is widely spoken; programs are internationally accredited and tuition is affordable. Even better, Asian powerhouses are investing heavily in South African trade at the moment, so graduates with networks in this part of the world will be highly sought-after in coming years.

Economic developments over the past few years have initiated dramatic changes in global commerce, particularly when it comes to East-West relations. In 2008, when the housing bubble burst in the US, experts reported a mass emigration of Asians who had been educated in the US, now returning to the rising economies of India, China and South Korea to seek employment there.
At first, a reaction like this could have been written off as panic or uncertainty. The job market in the US – and, soon after, Europe – was, after all, less robust than it had been in decades. But as the situation leveled out, it became apparent that recession-era figures were shaping up into longer-term trends. In short, Asian students were subscribing to a new paradigm: Earn your business credentials through an esteemed Western institute, but seek employment in the East.

Earlier in September, the US’ National Public Radio reported on a negative shift in the way American businesspersons are perceived in China. Nations all over Asia have seen their own economies weathering recent financial turmoil with a sort of resilience that their Western counterparts simply could not muster. Some are beginning to assert – for understandable reasons – that their own economic models are superior.
More time must pass before any definitive calls can be made. But in the near-term, there’s no question that Asia is currently the place to plant and grow a business.
A source of pride for Asian studentsFor Asian students of business, the recent economic performance seen across the Eastern hemisphere has become a source of pride, a cause for discussion and even grounds for on-campus debate. This is generating a livelier and more dynamic classroom environment than many business schools across the US, UK, Netherlands and Australia have seen in years.

The talking points are clear and difficult to disagree with. Why go prospecting among the firms of Wall Street or the start-ups of Silicon Valley when you could play a role in the explosive growth of Shanghai or the IT boom of Bangalore? These are the frontiers of global business, and they’re promising serious ROI to entrepreneurs and savvy business-minded people.
As nations across Asia continue to develop, and new business prospects emerge, it is likely that greater numbers of high-caliber universities will continue to emerge. There are already a few heavy hitters in multinational hubs such as Hong Kong and Singapore, with even newer schools springing up across the region in partnership with well-established universities in the West.
However, universities in the West are reporting that they are seeing a surge in applications from Asian students – more than any on recent record. With that in mind, it appears that North America, Europe and Australia are still the choicest destinations for business degrees and MBAs. The difference comes down to where those credentials are being put to work after they have been earned.
